Model Operating Requirements Guidance Notes

The Operating Requirements in each State and Territory apply to Electronic Lodgment Network Operators (ELNO). They determine the standards ELNOs must comply with when applying to operate, prior to commencing operations and on an ongoing basis once approved to operate.

ARNECC’s Model Operating Requirements provide the basis for each State’s and each Territory’s Operating Requirements. The Intergovernmental Agreement between the States and Territories commits them to having regard for the Model Operating Requirements when making their respective Operating Requirements.

ARNECC’s MOR Guidance Notes provide advice and assistance to ELNOs in their compliance with the Operating Requirements.

Consultation with industry stakeholder groups and participants plays a key role in ensuring the MOR Guidance Notes reflect the expectations of all those depending on the services provided by ELNOs.
